Florida Learner’s License & GDL Restrictions

Florida uses a graduated driver licensing (GDL) system for drivers under 18. It phases in driving privileges, starting with a learner’s license and adding restrictions as young drivers gain experience. The curfew hours and supervision rules are heavily tested on the Class E exam.
The Learner’s License
A learner’s license allows a new driver to practice driving, but only while accompanied by a licensed driver who is at least 21 years old and rides in the seat closest to the right of the driver.
During the first three months, the learner may drive only during daylight hours. After three months, the learner may drive until 10 p.m. These restrictions apply until the driver earns a full Class E license.
Curfew Hours for 16-Year-Olds
A 16-year-old with a Class E driver license may drive from 6 a.m. to 11 p.m. unless driving to or from work, or accompanied by a licensed driver who is 21 or older.
The 6 a.m. to 11 p.m. window is the key fact. Driving outside those hours without a qualifying adult or a work destination is a violation.
Curfew Hours for 17-Year-Olds
A 17-year-old with a Class E driver license may drive from 5 a.m. to 1 a.m. under the same exceptions: driving to or from work, or accompanied by a licensed driver who is 21 or older.
Notice the progression: 16-year-olds get 6 a.m.–11 p.m., and 17-year-olds get 5 a.m.–1 a.m. The exam frequently asks you to distinguish between the two.

Why the Restrictions Exist
GDL restrictions are designed to reduce crashes among new drivers, who are at the highest risk in their first months of independent driving. The curfews target late-night driving, and the supervision requirement ensures a licensed adult is present during the highest-risk practice period.
For the exam, memorize the exact hours for each age and the two exceptions (work and a 21+ licensed driver). These appear on the test in many different phrasings.
